Requirements for Videos of Missing Children

The following are the requirements for missing children's videos:

1. Videos must come from a parent, legal guardian, or other designated representative. Other designated representative for our purposes depending on the individual country's legislation in regards to abduction may be defined as the Hague Central Authority, governmental social service agency, or a non-governmental organization that has the permission of law enforcement and/or relevant government authorities and the parent and/or legal guardian. Videos cannot be submitted anonymously.
2. The missing child's parent, legal guardian or the law-enforcement agency having investigative jurisdiction over the case must sign an Authorization and Release Form and a Video Licensing Agreement.
3. The missing child featured in the video must be under the age of 18 at the time of disappearance.
4. Only images of the missing child should be included in the video.
5. The video of the missing child may not contain nudity of any kind this may include, but is not limited to, images and/or video of the missing child bathing and images and/or video of the missing child with a bare torso (i.e. not wearing a t-shirt).
6. Videos cannot exceed 100MB and must be no longer than 5 minutes.
7. Sound in the form of music or spoken-word narrative as well as text may accompany the video; however, it remains within the sole discretion of ICMEC to reject a video for its auditory or written content, most notably if such is deemed offensive, inappropriate, and/or irrelevant.
8. Videos must be submitted in digital format (with one of the following file extensions only: .avi, .mov, .mpg, or .wmv).
9. Videos must either be submitted via e-mail to video@icmec.org using YouSendIt.com, a free file-sharing service; or send a hard copy of the video to:

10. The person submitting the video must fill out an electronic Submission Form.

Once ICMEC has received a video, the verification process will begin. Prior to posting, ICMEC will verify with the appropriate law enforcement and/or other government agency or entity that: the child is, in fact, missing; authorities have been notified of the missing child (either a police report or Hague application has been filed); and the video submitted does, in fact, show the missing child. The time this process takes depends on the individual law enforcement and/or other government agency or entity involved.
